I think I found an acceptable solution. I ended up removing all the support ribs on the portion that covers the fuse box. After that I think there is tiny gap between the fuse taps and the cover, initially I thought I'd end up just routing a hole in the panel, but I think I can live with this.

Just a flat chisel blade X-Acto knife. I was going to clean it up a little but it's functional and I can't see ever really needing to take it off again unless I gotta replace a fuse. Way better than cutting a hole it.
