You likely don't have a proper Creader tool or it isn't up to date with the latest software.
This should have the ability to make changes that you wish for. I believe you need to spend a bit more time with it. Start with the diagnostic menu it is in here somewhere. I don't recall the language Launch uses for the exact menu listing your looking for off the top of my head.

No, permanent codes cannot cleared by any reader or scan tool hence the permanent title. If the problem has been resolved the ECU will clear code on its own in its own time. Now CEL light will not be commanded 'on' if conditions have been corrected though code is still present. Hard faults usually can be cleared with readers within ECU module, again provided conditions have been corrected. Otherwise code will reappear after next key cycle. Airbag and ABS modules may or may not even communicate with readers so codes cannot be cleared if not communicating with said modules.
