I took a pic of the baggie with the screws. Seems I was missing three of the original nine.

Wow, very interesting indeed. Mine were all machine screws (w/hex head like your photo) into threaded metal clips. I re-installed them all otherwise I’d snap a pic.

none of mine were missing and they were all incredibly tight

I wonder if the threaded metal clips is what they’ve moved to after receiving all the complaints of them detaching themselves

I took delivery of our 4Runner in March of this year. When did you get yours?

The dealer dropped off my 4runner in july. First thing i did was look at horrific air dam, and grab a 10mm socket. I didn't even need the wrench all 10 bolts/screws were loose, so i just hand spun them off. Im pretty good friends with our salesman and asked about the screws and air dam. His exact words were.... OH hell man that shit is put on at the port before they ship to dealers its to satisfy the EPA.
