Rust issues after 1 Wisconsin winter?

Along with the rust, The orange peel paint on the doors and rockers looks like complete garbage! Did they just paint over under coating? If so that is going to get a lot worse.
if my 26 Pro gets delivered from a 60 day quality hold with these issues, I’m walking away.

The lower portion of the doors and body panels, along with rockers, commonly have much thicker paint that is much more visibly orange peeled, to protect against rocks thrown up by tires/road. Not sure if there is something special under the paint or if it's just much thicker paint there.

This has been the case on many of my vehicles that I've cared to check (Toyotas, Teslas, my Sprinter, etc.), so I don't think there's anything unusual or unique to 4runner happening there. A lot of vehicles have plastic cladding covering rockers/lower door panels/etc and just avoid painted surfaces being exposed in this area. But when they are, I've always seen this thicker paint with visibly different "smoothness" under the right light.

Thanks for all the input, everyone. I've been able to remove it with some soap, water and a plastic trim tool and the paint looks fine underneath. I'm now thinking it's a years worth of dirt and mud like some suggested. While I take it through a touchless car wash regularly through the winter, I see now that the OEM rock rails prevent the wash from hitting the area where this is happening.

I've also called around about rust proofing now. Thanks again for all the info and suggestions.

toyota BoF vehicles are known to have the lower portion of doors and body panels look like its orange peel / rough texture to prevent that portion of the panel to get scuffed/scratches as easily as the smooth part of the panels.

i can remember this back to our 2012 tacoma and 2014 4runner and newer BoF vehicles having this.

surprisingly it works
