Is this normal - White polystyrene packing behind rear bumper tow hitch?

I was checking and inflating my 4R SR5 spare tire yesterday and while looking up to get to the tire valve, I saw a strip of polystyrene, probably 2 inches high, depth unknown running along, either inside the bumper or between. I apologize for not taking a picture and initially thought "that must be normal". However, thinking about it, I wonder if it is normal or a packing piece they never took out?

Has anyone else noticed it? Its pretty big so, if under the truck and looking back at the hitch, you would see it. If no one else can see such a thing, I'll post a picture.

the white Styrofoam is normal. they have been using it since god knows when. its to ensure the body panels dont flex when highway driving. and to absorb lite taps to the bumper.

pull off the front bumper, there is some there also.

Thanks a lot. Seems simple but a bit crude too. I. guess its effective and should not deteriorate under there :)
