I have a routine drive that I take weekly on a straight paved road with stoplights and speeds from 35-55 mph. I use this to make sure I get some time in 4Hi for lubrication purposes. At a stoplight, I put the 4Runner in park, change from 2Hi to 4Hi and put it back in drive. 4Hi blinks in green on the dash for a little bit and then stays solid. What is the blinking telling me? Is it just doing that until the front differential is fully engaged?

Short answer, yes, blinking until fully engaged. Longer answer, you don't need to come to a full stop to go to and from 4H, just 4L.

"Shifting from “2H” to “4H”

1 Reduce vehicle speed to less

than 62 mph (100 km/h).

2 Push and turn the front-wheel

drive control switch to “4H”.

The “4HI” indicator will come on.

I’d try to find a dirt or gravel road if at all possible. I typically engage 4HI about the first 100 yards on dirt.

it will wait and blink until gears can sync

change of speed or letting up on the gas usually lets it engage
if it doesn't immediately go solid green
