I took my stock TRD ORP on a short dirt, washboard road today and the entire truck shook violently. The windows and other parts of the 4Runner rattled like crazy. The backseat looked like it was attached to an earthquake simulator.
Is this normal?

normal depending on the road but washboard roads all suck
and no your 4runner suspension is not going to magically soak
up road imperfections

either go slower, or go dangerously fast

lower pressure in tires will help (low 20's) but you'll
need to air back up if you see pavement

Totally normal on bad wash board roads. There’s some threads here about fixing the window rattle when they are not up all the way, very easy to do.

yeah unless your rig is a baja trophy truck with 24in of suspension travel and the ability to soak up bumps, you will notice it. :)
