245/75R17 is the exact same diameter as Limited/Platinum/Sport stock size. I don't think steelies come in 20s.
The width difference is curious, why they wouldn't just use 265/70R17 to get the same width is a weird decision.

These dyno graphs on all T24A vehicles are really confusing to me. The numbers are either insanely out of this world (i.e. more hp/tq at wheel than advertised crank), or straight up appalling (like here). Doesn't ever seem to be any in-between.
