Just noticed that the climate control has a decimal on the temperature display but it doesn’t ever display a half degree.. so why even have the decimal there?

The display is not a screen but rather a segmented LED that’s used for both Celsius and Fahrenheit. If you use Celsius, then the temp can be adjusted in 1/2 degree increments, hence the decimal is needed.
If Toyota had chosen to not display the decimal, the temp display would be slightly off center and not look very good. So they chose to display the unneeded .0

I have no personal experience with this directly, but I had read a thread about it that you might find useful.so if you change the regional settings in the head unit does it change the increments?
