My passenger side rear door got a scruff. Here’s the picture, whats the best remedy replace the door or is it fixable?

"Tis but a scratch", that be more than a scuff my person. At least you already have some access holes with the fender missing if they can get a good angle on it to PDR. Looks like some exposed metal too? That will require some touch up paint me thinks.

Thanks, should I take it to my Toyota dealership or some other body shop?

100% up to you. If you know of a good local shop they'll probably be cheaper. Just ensure they use OEM and new parts for replacements. Depending on how old the paint is they might need to do some blending on the whole door to make it look even. Just a guess though.

If you are going to get it painted I might look at the price of the fender and Get it painted and install yourself. Could save you a lot of $
