Just so you know, Texas does require the plate to be on the "exterior" of the vehicle. Inside the vehicle on the dash is a ticket if the cop is having a bad day. But, we all know how often Houston cops enforce tint/plate laws around here.

I've been trying to come up with a no-drill solution too. I'm working on a 3D printed bracket that will wrap around the front bumper that mounts to the grille and lower plastic valance. For now I'm running without the front plate. As people work towards a solution, you should first really look up the requirements in your state's vehicle and traffic law. In New York state there is a height requirement for the front plate, it can't be altered or covered in any way, including covered with plastic or glass. So mounting it in the windshield would not be legal as it would be covered with glass. It also may not meet the height requirement which in New York state it must be mounted between 12" and 48" from the ground. I thought about mounting it on the underside of my passenger sun visor and when I want it to show I would put the visor down. But it would still be covered with glass (windshield). To be honest, if I had to mount it on the visor or in the windshield I think that looks worst than mounting it where it's supposed to be. Also, in New York state altering the plate or covering it with anything like tint or plastic or glass is a much more serious offense than not having it at all.
In New York State, actively covering your front license plate with a tinted cover, plastic, or any material is considered a more serious offense than simply not having a front plate, leading to harsher penalties like higher fines (up to $500) 2 points on your license, and potential registration suspension, because it shows intent to evade detection, whereas a missing plate is a simpler traffic violation. Both are illegal, but covering the plate suggests deliberate obstruction, which NYS is cracking down on with increased enforcement and stricter laws.

I got one of these for our 25 Tacoma maybe they make or will make one for the 4Runner. https://www.mishimoto.com/license-plate-relocation-bracket-toyota-tacoma-2016-2023.html

No offense, but as far as looks, if I had to mount it there I would much rather have it where it is supposed to be. I realize where you have it now is probably mounted without having to drill holes. The way your grille is set up you could probably mount the plate bracket where it's supposed to be by using zip ties under the lower grille and around the bumper in between the bumper and lower valance so you don't see them. Then just mount your plate to that bracket.

I admit this is lazy and not a permanent solution, but I’ve just had mine zip tied to the lower grille for the past 6 months. I got away with not displaying it for a couple months but military police on the naval installations here are notorious for being more strict enforcers of motor vehicles laws than the civil police.
