It actually isn’t hard to replace that bumper extension. Just watch some videos on front grille replacement to get an idea of how to remove the front bumper. I’d say you can get it done in an hour or less without breaking a sweat.

No, you’d have to remove the entire bumper. IIRC, there’s at least one screw and 3-4 push clip fasteners that need to be undone to release the side cover from the rest of the bumper (as well as unplugging the parking sensor).
