Yeah, I imagine they just had to use whatever standard width spacers were available on the market since fabricating custom ones would be a whole other thing. Would be nice if they'd include the correct amount of washers to fill the gap or at least mention that you'll want to prevent them from sliding in the instructions before you do the whole install and start hearing noises.Well I took them off, added duct tape to get the spacers to stick in place on the bolts and it seems to have fixed it lol. We'll see how long that holds. Thanks!
On another note, you'd think Cali Raised would actually measure the empty space between the vehicle mounting spot and the molle panel and provide properly sized spacers so that they actually fit snugly. They just threw a couple random spacers in and called it a day. I got their rock sliders as well and they are top notch.

Do you get a weird clicking noise when hitting bumps from the bolt in the ceiling where the clothes hook was? I get a very distinct single click on the left side that I'm pretty sure is coming from that mounting point. I don't think it's the panel's fault -- I think it's from the 4Runner frame itself. I can recreate it if I pull down on the panel by hand. It goes away if I loosen that bolt a bit, but then the panel rattles and makes more noise than the click so that's obviously not a solution. I'm wondering if installing a soft rubber washer or something would help.
