the hood flutter is common to the 4R, it was there in the 5th gen also. if its excessive then it could be that the hood is not sitting on the bump stops when latched.
i have seen a post where the hood was slightly out of alignment and it fluttered more so than normal and was resolved where they adjusted the alignment.
we had a 2016 tacoma where the sport hood insert was loose, just had to snap it back into place as it wasnt secured properly at the factory.
