it has happened on rare occasions from posts across various toyota forums i have been a part of, but it could be a loose, disconnected or pinched/blocked vent flap restricting air flow. try using other vent modes and listen for the actuator to move the flaps if you can hear it.

yeah its normal not to use acc in winter during snow fall in the snow states. normal cruise control i use but never acc. and its just not the detection aspect, its the braking and speeding up that can be issues, it can break traction on the rear wheels way to easy if it ramps up speed to fast...
