Removing rear floor Tie Down Hooks

I am looking for some guidance on how to uninstall these tie downs. I am trying access the space under the floor. There are a few posts about removing the floor but I am still struggling with how to get these up without causing any damage.

pop hook up then flip plastic up under the hook, then 12 mm bolt and thats it!
