All they have to do is argue that is makes it's more difficult to read electronically or manually (actually my dad who is color blind would have a very hard time reading such color combo) and that changes the math. It can easily be argued that it was done to avoid detection. Most LE don't care but all it takes is that one to make your day suck all to have a cool looking plate. I know in CA you have much higher chance of getting pulled over (depending the jurisdiction) with a modified plate. I have no dog in this fight but having experience working with LE giving them another reason to pull you over is never a good thing IMO.
