Black OR Premium paint texture on lower rocker panel

This may seem like a ridiculous question to some of you out there .. but I would appreciate any info or advice. I just noticed there are textured areas of the painted surface of the body on both sides driver and passenger on the lower rocker panels near the running boards, is this a protective coating below the paint surface or possibly defective paint ..? I attempted a photo in low light conditions, thanks.

It is Thicker paint... my brother in-law is a Toyota sales manager and that's what he told me, something like 7 layers vs 3. you find it on their trucks
