to run 35s easier you will want a a lift kit of sorts, if it’s just for looks you will want to consider:
1. Westcott preload collar kit for 2025+ 4Runner (2.5” front and 0.75” rear)
2. peak suspension kit.
without the lift I think it is still possible, but it helps...

I'm not very mod-literate. by cutting do you mean from inside the wheel well? Is that body frame that is being cut? Or the back of the bumper that is found within the wheel well? Thanks for the lead!
After some research, it sounds like decreasing offset (going more negative) than the stock offset increases scrub radius. Increasing scrub radius can affect handling, turn radius, and increase wear on wheel bearings and tie rods.
Now, I see plenty of aftermarket wheels being put on stock...
