I've recently spent several weeks driving Colorado and Utah trails using 4-Low numerous times. Approximate shift points in low range are:
first to second 2,200 rpm 4 mph
second to third 3,500 rpm 13 mph
third to fourth 4,500 rpm 24 mph
fourth to fifth 5,000 rpm 32 mph
In most rough off-road situations that I do, speeds over 10 or 15 mph are too fast. Consequently, I spend a lot of time at high rpms in 2nd gear. Am I the only one? Since the torque peaks at around 1700 rpm I don't understand why Toyota would program such high shift points. I've had two Jeep Cherokee Trailhawks with 9 speeds, all shifting at reasonable speeds.
