No, because the LC uses a completely different (8-Speed) transmission. The 4R and the Taco use the EXACT SAME powertrain. Where they're built has nothing to do with this particular issue.

Because people are uneducated when it comes to car buying, and assume this is a mandatory fee that the dealer charges. It's the exact same reason why dealers charge markups over MSRP. People assume they have to pay it.

You can safely use PT4WD on snowy roads, as long as there is some slippage. I would strongly suggest NOT using 4x4 on wet (from rain) roads, however. I used to live in Western NY and sometimes used 4x4 when it got particularly bad out and the plows hadn't gone through yet.
