I'm usually in ECO, 60/40 hwy/city and easily get 24+. I got 30mpg last weekend on a 70mile round trip.
The new tires will have an effect for sure, but not 6-10mpg. I've noticed my 27-30mpg range @ 65-70mph significantly drops as soon as I hit 73-75mph. I've never gotten below 19.

The price is definitely about double what it should be, but they do provide relief. Just slap a piece of wood under the front seat rails and see if you like the position. I have to lower the seat anyway as the headroom in 4runners sux.
I put them in ours. Granted I only used the first set, so half the total height. My knees do come closer to the steering wheel, but not to the point where it would bother me. I have noticed a more comfortable position while driving. Less leg and butt soreness.

I would say you either have a belt retraction problem, or you haven't figured out how to use a set belt yet haha! If you tug on the belt a bit, does it engage the auto retract? If not, then the belt retraction component is probably broken.
