Yeah. It looks like the 4runners get off from QC hold at random and not sorted by allocation date. In my port none has been taken off hold. Even those built back in April :(

Based on your port arrival. Yours most likely have been built after the QC holds cutoff. So no holds on those 4runners built after sometime mid may (05/17 I believe)
