No. There’s no XP package outside of SE Toyota distributers on the East Coast. This photo looks like a dealer in California. That wheel package is a standalone option you can order for the TRD OR. They’re the same as the standard wheel I believe but with the outer ring blacked out.

My experience as well. I test drove the LC250 and really wanted to like it, but it didn’t blow me away like I thought it would. I have yet to find a 4Runner to test drive, but once I do I have a feeling that I will be going 4Runner again.
