That is done intentionally at the factory. It’s called the “transport PSI”. They do it to prevent flat spots in the tires during storage. Dealer should have adjusted to spec once purchased.

Someone in the neighborhood next to mine got a 6th Gen a couple weeks ago. Was hoping to be the first in town but theirs is a TRD Sport. Mine is a TRD Pro in Underground.
You’re not wrong, but most tires are undersized, including 295/70r18 “35s” mentioned in this post.
Also, I input the width incorrectly on that comparison. 35s can be almost a full inch wider than 295/70r18.
